Apprenticeship Levy: Key Facts

The Apprenticeship Levy forms part of the Government's apprenticeships system and is managed by the Education & Skills Funding Agency (ESFA) on behalf of the Department for Education (DfE).
Apprenticeship Levy is an amount paid at a rate of 0.5% of a UK employer’s annual wage bill, where the annual wage bill is over £3 million. It is deducted monthly through HMRC.
Deducted monthly funds can be accessed through the digital Apprenticeship Service for up to 24 months before a proportion is returned to HM Treasury. Physical payments are made through monthly claims to the ESFA with stringent compliance requirements.
Each learner will need a portfolio of evidence against each apprenticeship standard with at least 6 hours per week” off the job training” for a full time member of staff (pro-rated for part time staff) should be undertaken and is defined as ‘learning which is undertaken outside of the day-to-day work duties and leads towards the achievement of the apprenticeship’.

All apprenticeships are subject to OFSTED and typically vary from 13-24 months in length.
Employers must select approved apprenticeship suppliers (RoATP) to deliver their recruitment and training, ranging from Level 2 to Level 7 programmes across a a wide range of technical and business skills. End Point Assessments must also be carried out by approved EPA organisations, independent of the training provider and at the responsibility of the employer.
As a result of these system constraints, c. 75% of total levy spend since the 2017 launch has been used by employers to upskill and train existing staff, rather than to recruit & train new hires.

Finding The Right Training Providers

A key component of the managed service is to ensure the robust selection and performance management of the training provision.
Hatch will invite suppliers within its existing network to tender, as well as the procurement of new relationships for any specialist areas identified. We operate a fair and transparent procurement process.
Selection criteria will be mapped to client objectives and include:
- Delivery methodology (including flexible, blended learning environments)
- Quality of curriculum and willingness to customise to the client's environment
- Performance track record (including OFSTED & achievement rates)
- Trainer availability and capacity
Post mobilisation, Hatch will provide monthly performance reporting on the progress of the apprenticeship programmes.
